No background on footer

Hi
Going crazy here. All I want to do is add a background colour to my fat-footer menu.
I'm adapting the 'Top simple navigation + left subnavigation + 1 column' template and associated stylesheets in CMSMS 1.6.6.
I cannot get the background colour to change. I thought it might be a specifity problem, but I've tried making the footer div styles more specific with no results - the background colour will not change.

I've tried validating my CSS and there are no problems I can see. Any thoughts as to what I've done wrong here?
