Failed to Open Stream

Please help!
I'm attempting to setup an installation of CMS Made Simple - but my pages appear with the following:

Warning: _include(...): failed to open stream: No such file or directory in ... on line 133
The admin panel all seems to be okay. I just can't seem to fix it!

the folder tmp and the folders below tmp needs full right. change it to 777.
than open admin global settings and delete the cache - it should work.

The site is hosted on a Windows server - so I can't (and shouldn't need to) CHMOD directories for read access.
I've tried clearing the cache too, using the command in the Site Admin/Global Settings screen - but it it hasn't solved the problem.
