Admin panel messed up for no reason

Something went wrong at my Hosting provider. Suddenly my CMS didn't work anymore. I had to remove this check from the misc.functions.php:
if(!function_exists("readfile"))
Now the website itself is working again. Then I noticed the following problem:
The admin panel is messed up. The same happens when I add a bad script. This is the result:

But besides 1 script I am using only standard modules:
Album 0.9.3 - added myself and always worked. Also using this module on other installation.

MenuManager 1.6.2

nuSOAP 1.0.1
Printing 1.0.4
Search 1.6.1
ThemeManager 1.1.1

I noticed something else. When I upgraded to 1.6.6 I got this error while upgrading:
Warning: php_uname() has been disabled for security reasons in [/ourpath]/cms/install/lib/classes/CMSUpgradePage2.class.php on line 51
Reinstalling a fresh CMS also results in a broken admin panel.
I can't get the admin panel back to normal. Can someone help?
