Simultaneously modifying a current page and creating new one

I just started helping a client using CMSMS 1.5.2. They create their own newsletters within CMSMS using the basic page editor. The client wants their freshest newsletter (about every 3 or 4 days) to display on one of their main navigation pages. The client also wants that newsletter to get its own timestamped url for archiving purposes that could be accessible by the site's users. For example, when a newsletter is created, the client would like to see it accessible within two pages:
index.php?page=current-newsletter
and
index.php?page=2009-09-30-newsletter
Any recommended approaches?
