Post-Update Issues

Ok, I basically have no idea what's happened to my website. My brother set it up for me a year or so ago, and I only really started using it about 6 months ago. He's one of those "Oh, new stuff is out, must use" kind of people, and tends to prod technology when it's quite happy being left alone. I'm not technologically retarded, but I manage to make the mistake of assuming he's researched it, therefore right and leave him to it. He's tricky to get in contact with, and hasn't managed to help or fix anything since it stopped working. Every time I mention it to him he makes some excuse and changes the subject, so I don't even know what exactly has gone wrong, or what exactly he did.

I think he updated the core (not sure, though, and I don't know that much about web design in general, or CMS), and since then, I haven't been able to log in (we each had seperate usernames to log into the site admin, mine seems to no longer work/exist, so I can't even log on to see if there's anything I can poke or prod to fix it). The website now has a default message on it ("Welcome to Your New Hosting Package" etc).

Is there anything I can do to resolve this, since I can't log in or access the admin at all?

you need to log in to the web HOST control panel (completely separate from CMSMS), and see what's going on on the server.  It sounds like the server may be serving up an index.htm file instead of the index.php file that CMSMS uses.  Just a guess.

Erm... I have no idea how to get to that, and wouldn't know the username/password even if I did. Is that the only thing I can do?
