HTML-blobs and limited editing permissions

I have created several HTML blobs. As admin I can edit them, but there is one particular HTML blob that I would like a particular user (who belongs to no group--just an independent user) to be able to edit.
So, when I created that HTML blob, I selected and highlighted that particular user's username in the "additonal editors" section at the bottom.
However, if I login again as that user (not as admin), I can't edit that HTML blob because there is no HTML blobs menu link in the administration menu, as there was when I was logged in as "admin."
I wonder if, when certain menu items were removed from the admin interface depending on who is logged in and what their permissions are, that this might have been an oversight? If a regular user is assigned as an "additional editor" for an HTML blob, wouldn't it seem desirable to give that user some access to be able to edit that particular HTML blob?
