new NCleanBlue theme not available after upgrade 1.5.4 to 1.6

Hi !
I am running one site on a Ubuntu 8.10 vm , fully up to date.
I ran through the upgrade process as per doc/UPGRADE from a 1.5.4 install
and the new site is now running 1.6.
I can see the modules have been upgraded ( in particular tinyMCE to 2.5.0 from 2.4.13)
I can't seem to find the new Theme NCleanBlue.
Going to the Admin -> Layout -> Template or Theme Manager , NcleanBlue is nowhere to be seen.
I am sure I must be doing something wrong as this new theme should be available after the upgrade right ?
Can anybody point me in the right direction ?
thanks.

Fabrice,
the default theme is ONLY installed in an installation and NOT on an upgrade. In an upgrade NO default content is installed, as that could overwrite existing content.
So the new frontend theme can only be imported in an existing installation.... New installs from 1.6 on, will have it.

Ronnie,
Thanks for the mail.
to import the theme, it had to be exported 1st ...
so this meant installing a vanilla 1.6 somewhere . So that's what I did....
importing the theme DID work. then it had to be activated and optionally set as a default.
so it worked.
I am still unsure if it was un-reasonable to ask for NEW themes to be automatically imported
and (maybe ? ) activated.
not setting it as default is however reasonable and probably the right thing to do.
Importing a new theme is not overwriting any content right ?
Thanks for the help...
