Can you post a link to your site? Also are you use a custom menu template or one of the standard ones? Can you post the menu code?
You can't do it easily on the fly since the content column has a left margin to leave room for the menu.
Just create another template with a top menu and no sub menu. Then assign all pages without a submenu to use that template.
