Question about file permissions and root url problems

Thanks right now for all the information I've already gotten from this list. You folks are the best.
Here's my very long explanation and question which will probably have a very short and simple answer: :-\
I'm unable to upload images through FCKEditor and I think I know the problem.
I installed CMSMS on a remote server using my reseller URL. >> serverX.somewhere.net/~user I'm sure you get the idea.
From what I can tell, FCK wants to upload images to somewhere.net/ instead of the virtual server. >> /~user/
My goal is to get the image uploader in FCK to function. Other than that, the site is up and running, no problems.
I think URAN had a problem posted here on March, 3rd regarding his root url so I took off with that solution -- namely, changing the config.php to reflect the resolved root url in the image uploads path. >> thedomainname.com instead of serverX.somewhere.net/~user
Well, I can't seem to change config.php or its permissions when I'm logged in as root of the domain.
Here's my questions:
Who's the owner of config.php and how do I login as that user? -- Or
Is there a config.php in a location other than /public_html/ that I should be editing instead? It seems to be the same file, unique to my install, as the one URAN posted on March 3rd?? -- Or
Am I howling at the moon? '.- o
