Hi,

I have a personal web site that uses a NO-IP.ORG address.

If in config.php I put the IP address (xxx.xxx.xxx.xxx) then the FCK editor is working fine.
However, if I put my NO-IP address (xxx.no-ip.org) then I get javascript permission denied errors. The rest of the site is working fine!

Has anyone else encountered this problem and found a fix?

I do the same things and have not seen the problems you describe, but I have to jump trough some hoops to work around the problems in my puny modem/router. Basically I override the no-ip.com name in my local nameserver (bind9) sa that it point directly to the corrects IP, my router cannot do ip-forwarding from inside.
As for your problem: have a look at your webservers logfiles, that is the place to start if you get permission denier errors from your webserver.

Windows XP SP2
Using Abyss Web Server X1
PHP 5.1.1
MySQL 4.1.16
CMSMS 0.11.2

I checked the webserver log and all I found was the name of the pages served. No errors logged.

Any other ideas?

Did you look in the acces log or the error log? (assuming normal apache behaviour)

I got a lot of javascript errors:
