Broken installation

Hi All!
Sorry for the long-winded post, but here goes..
My company outsourced the installation of CMSMS Version 1.4.1 on our website in November, 2008.
The system has work very well for us.. our marketing group has been really happy that they are able to make simple changes to pricing and product info and not have to waiting for a web developer to do them.
Yesterday , June 3rd 2009 , our site suddenly broke! Visitors to our site now see a page containing the following;

We are still able to access the CMSMS admin panel, so I had a look at 'Site Admin->System Information' and
All items have a green check mark beside them except for a FAILURE NOTIFICATION ("config_file: 0444" + red X mark) beside CONFIG_FILE under the "Server Information->Permission Information" section.
At this point I'm not sure whether this is telling me that the permissions on the config file are wrong, or that it is missing or corrupted!
Has anyone experienced this problem before and can point me to a resource that can help me to resolve this problem?
