For example:
creating new page with name "Uno Daņeļevskis" CMSMS not properly encode/replace symbol "ņ".
Auto Page Alias result => uno-da�-elevskis

need to manually fix it and write as it should be.
Manually fixed => uno-danelevskis

the same with News module
/news/13/53/02-04---28-04-Kristaps-Zari�-s-Celojums/

Yes this is unfortunately a know problem in version 1.5.4 and below.

Its reported as bug here:
