How to upgrade TinyMCE to 3.x?

I've looked all over but could not find a how to, cpeciffic to CMSMS, related to the upgrade steps.  At the present time I'm on TinyMCE 2.4.x, and would like to bump it to the latest release.

Hi,

The TinyMCE version (into cmsms) is not the same that TinyMCE (Javascript WYSIWYG Editor)
See the Tiny cmsms changelog
Version: 2.4.9
Updated to TinyMCE 3.2.1
