Header/Footer Template

I am new to CSS and am designing a website in which I will be integrating CMS Made Simple into. I want to be able to use the same headers and footers as I already have designed but they contain a navigation structure making them an .htm file and not just a plain image file. I will of course be using the dynamic menus that are created with the CMS pages but still want my header and footer on each page.
How can I go about integrating the header and footer into each of the dynamic pages of the CMS?

I've been reading the documentation about templates but finding it a bit confusing.
Any help would be appreciated.
