Actually it's ok but tomorrow, the templates will be reseted.
This is very strange, is important to understand exactly when this happens
happened once or many times

You can try to reupload but check for errors and problem in file transfert.
In step 1 you can try to test checksum data (you have some error for differents with original CMSMS but are about 20 files only)
Or delete all folders and reuploads all (without drop your DB)
go in install and in step 5 uncheck DB write tables and sample contents (this rewrite a correct config.php), if all ok reupload config_lang.php only

Yes, it's normal in 1.5.4 (
no b version) because it's last version with CGB multilang and it's for UPGRADE only
I suppose that you have config_lang.php always or you must upload your config_lang.php after a new install

It's the a version, and i did the gcb.php before upgrading to 1.5.4. But the smarty tag {content} stay the same. It's just for the global content block?
No, steps are:
- upgrade to 1.5.4 (a)
- check if works
- run gcb.php

when you want jump (now with b version, diff file is sufficient, or waiting next version):
- change templates (for {global_content} tag ONLY)
AND upgrade to b version or upgrade next version
(if you change in template but you have a version you have many errors for global_content)

Important that you move to b version WITH changed global_content tag in template in other case MLE try to retrieve GCB footer-en_US in html_en field and not in html field (same of original)

You have messed release,
Delete your folders and restore your 1.4.1 backup or install b version (if your backup is AFTER gcb.php as you told) and enter in admin and change global_content tag in templates
