meta groups system

I've used a CMS in the past that allows users create meta groups - desc, key words and title and select an appropiate group from a drop down on the edit content page.
At the moment I'm using content blocks and blobs - copying the relevent blobs in as and when needed. It'd be great if there was a system like the one above that has a default value.
Or is there a more user friendly way of this? Its fine for me but I dont think its practical with regular clients.
Is this realistic?
