can't seem to upgrade

I have version 1.2.3 and uploaded the 1.5.2 this a.m., overwriting the files (after backing up). When I type in mysite.com/install/upgrades and hit enter I got a screen that tells me to choose my language. I keep it at the default - en_US - and when I hit enter I get the following:
Fatal error: Cannot redeclare lang() (previously declared in /home/servers/public_html/install/translation.functions.php:29) in /home/servers/public_html/lib/translation.functions.php on line 98
I next tried a new config.php file (blank) - figuring that was the problem, made sure it was chmoded to 666 - and I also tried it at 777, neither of which produced any results.
What do I need to do?
