Admin Panel Gibberish

I am self-hosted and I have successfully installed the CMS. My site index and pages look fine, there is nothing wrong with them.

However, my admin panel, is a completely different story! It's full of ? characters and isn't in the proper layout. I have installed this before (not on my server, but one from Go Daddy) so I know what it is supposed to look like, and it's not like this. Below are links, does anyone know:

1. What the problem is?
2. How to fix it?

Site: http://24.0.250.152/cms/
ACP: http://24.0.250.152/cms/admin/

Server Information:
Windows XP
Apachie 2.2.x
PHP 5.2.8
MySQL 5.0.67
phpMyAdmin 3.1.1

I originally downloaded the files onto my mac, and transferred them, perhaps that's the problem! I'll try redownloading on the actual machine.

However, I can't find the latest version (1.5.1) available in a .zip format for my windows computer.

Alright, I have version 1.3.1 installed and working at http://24.0.250.152/cmsmadesimple/admin

However, where can I find a 1.5.1 installation in .zip format?

I have no problems opening the tar.gz with 7-zip http://www.7-zip.org/.  Download, install it, and then download the tar.gz file and open it with 7-zip.

Edit: Sorry I forgot you needed a mac program...ignore me.

factor1,

What do you mean with the same problem? I suggest you follow the installation procedure as described in the wiki. You can download the 1.5.1 version from the website and use 7zip to extract the files.
