How would you do this?

Hi all!
I've designed a website which should look like this:

Firefox shows it correctly.
See how it works when you resize the window.
I've tried to make it in cmsms, but results are horrible.. IE and Firefox have very different opinions on how and if to show it.
Finally it should look like this:
How would you make a compliant and cross-browser layout in cmsms?
Here's the code to start from:
Untitled Page
Menu
Titelachtergrond
Headercontent
Hoofdcontent
Titel
Content1
Content2
Website en CMS: TiBe Concepts
Important:
Top should have a fixed height
Left and right column should have fixed width
Middle should be fluid
The lower red circle-part, id="afbeeldinglinksonder, should be above the content, id="hoofdcontent".
The three people should be below id="hoofdcontent">
The people and content 2 should be "fixed" to the bottom of the window.
What's a good way to tackle this?
