Submission of Patches

With the new forge in place, I don't see a place where one can submit a patch to a module or the core. What would be the best way to go about submitting a patch now?
as the new forge is in Beta, there is a menu option for bugs and feature requests...
Could you register this as a feature request, Ted will see it and I am sure that he will come up with something
