Blank Page during Installation

Hi, Im using the cmsms 1.4.1 version and my php version is 4.3.11 on a windows server.
Im getting this blank page when trying to install.I have tried several solutions available like

set permission 777 to tmp and tmp/cache directory
tried with install/index.php?debug=1
tried install/index.php?allowsafemode=1
get_current_user()

but I got a blank page for all the above and when i used the

cmschecksum.php to upload a file I got this file_uploads is off in your php? is this causing a problem........

this is my php info file http://www.sunhousepetroleum.com/phpinfo.php

and also I found there were lots tmp files created under /tmp/templates_c/, the name looks like wrt94A7.tmp, but the size of the files is 0.

I tried /admin/index.php, below is what I got.  I got the connection error is because the the database connection has not been setup on install page yet!

Database Connection Failed
Error: Can't connect to MySQL server on 'localhost' (10061) (2003)
Function Performed: CONNECT
Host/DB: localhost/cms
Database Type: mysql

I have installed cmsms 1.4.1 in linux systems before but I never encountered this problem. This is the first time Im installing on a windows server so do I need to have any settings done prior....

Please help me..

Retry with 1.5.1 and report each action and each result.

I doubt that cmsms works....
