editor permissions, galleries, news... a big problem

Hi all,
I'm developing a website under cmsms 1.4.1 mle for a polish division of Kiwanis (a charity fundation). It's a typical 2 level content site, with a news module, gallery module and a feedback form. It has one tricky part though - I need to make an independent section for each of 24 (yes, twenty four) clubs, that Kiwanis Poland consists of. Those independent sections need to have a general disclaimer page ("about us"), a news page, a gallery and a contact form. OK, that's easy. The problem is that every one of those 24 sections should have a dedicated editor, with permissions only to edit his own section (mainly uploading new pictures and writing news). Here's the page structure, to clarify things a bit:

1.Homepage
2.Article 1
  2.1.Child article 1
  2.2.Child article 2
  2.3.Child article 3
3.Article 1
  3.1.Child article 1
  3.2.Child article 2
4.CLUBS:
  4.1 Club 1
    4.1.1.Disclaimer
    4.1.2.News
    4.1.3.Gallery
    4.1.4.Contact
  4.2 Club2
    4.2.1.Disclaimer
    4.2.2.News
    4.2.3.Gallery
    4.2.4.Contact
.........etc, 24 times

To the point - I've ran into two problems. First - the default news module in cmsms doesn't support editing different categories by different users (or maybe it does and I don't know how?). Second - I can't find a suitable gallery module (it needs to handle multiuser access, uploading and editing).

Oh yeah. And did I mention it all should be multilingual?

One simple way to fix this would be to install separate CMS's for each of those 24 clubs, then link them all together. But that's not elegant nor quick.

I would be grateful for any help that you all can provide.

Is this possible?

I need to do this for the calendar module too.

This is out of scope of MLE version.
