Add Hyperlink doesn't work in Edit Global Content Block

Whether I do it in WYSIWYG or HTML, the code reverts to after I click Submit.

I've just encountered the same issue on a couple of sites I'm working on. I'm running the latest install 1.5.4 with just the base set of modules at the moment.
A bit of digging around the forum led me to turn off 'allow WYSIWYG for GCB' in the user preferences and this appears to have solved the issue...
