enable "reorder pages" tool to change parent id

Hello to all!
I just tried to post a feature request in the core tracking system, but only got an error message: This is why i post it here:
Currently the "Reorder Pages" tool only allows to move items up and down the list by dragging.
However, it would be nice if the parent id of an element could be changed as well.
for me there are two possibilities to implement this:
1) dragging and holding down the CTRL or SHIFT key will make it a child of the element above
2) if a page is more dropped onto an other page than inbetween two pages (overlap of rectangles more than 80 %) the page will be a child of the page it was dropped onto
In order to inform the user, that the page is about to become a child, the color of the soon-to-be parent page, could changed. (like a windows folder, when you drop a file on it)
