I am from northern Minnesota, we are going to start local fundraiser project for high schools students in our area. there are 40+ schools going to participate on this project . idea is local community and teachers request artwrok for their projects and business, and students submit their artwork to website. later, locals and teachers select best art work for their projects.

but I would suggest DRUPAL for community sites

I agree with Connie, Drupal would be the best choice. It will take a little time since the learning curve is steeper than cmsms is. I'm unsure if you should use Drupal 5 or 6, but you should let the members on the Drupal forum know what features you want and they will tell you which verison of Drupal would be best for your project.
