Creating Templates without code?

Hello there.
My situation is this -
I have set up and am running CMSMS. Most of my sites are news story based. So usually l would have a home page with descriptions and links to stories, each story has its own box and image associated with the article. I'm wondering if there is a way for the client through the CMSMS admin panel to change the number of story descriptions on the front page. The sites are updated monthly, some months we may have 10-15 stories then the following month 5-10 is there a way for the client to change the template to reflect the decrease or increase in stories without having to see the code?
