EllNav modification handicapped accessible

Websites of public authority (for example our Kindergarten) must be handicapped accessible. Because i'm creating new websites for the Kindergarten of my daughter, i've needed such a module. Therefore I added to the best suitable module EllNav automatically tabindex- and accesskey creation.
