Moved folders now broken.

I moved my folders and started to receive a whole host of smarty errors. I got them to go away by deleting everything in my cache and templates_c? Was that what I was meant to do?
Anywho, now, no content is called to the website. All the tags are broken:

It's works for me.
Have you checked all new values in config.php?

yeah = that got me passed the smarty errors - but I still have no design layout - or menus !
This has turned into a real pain...
It might have been easier to do a new install !

and yes my stylesheet is there
and yes my style sheet is connected ...
I even copied it to a new name and connected that - no style
I even tried using one of the default styles .. no style ..
and yes I have {stylesheet} in the code - it creates the link but then can't find the file ?
it generates this - which looks right ?
but it's empty?
