What do I edit to configure HTMLArea - e.g. remove buttons etc - is there anything in config.php I can change?

There is nothing in CMS that can change htmlarea. You should have to edit htmlarea/htmlarea.js directly to remove buttons, etc. To remove plugins, you would need to remove it from being loaded in admin/header.php.
