CSS, templates, TinyMCE and some headscratching

Hi All,
I just had a CMS job dropped in my lap and have no experience with it, so well.. there's my intro
Running : CMS 1.2.3
I want to make a style sheet so that my users can define how things look with TinyMCE, so what I thought I should do was
1: Create a new style sheet , put in one Class for now.
2: Attach style sheet to my template.
3: Edit content that uses my template, and hope my classes appear in the "Class" box of teh table editor in TinyMCE.
Between step 2 and 3 , I reloaded my public side of the site and checked the source, noticed that my CSS file did not get attached.
Which of course makes step 3 not work. Not that it works anyways because I do have other style sheets in the template already and none of their classes show up.
Thoughts?
Maybe I just need to upgrade CMS?
