Test for remote URL

I have uploaded CMS to the server. At the start a warning!

Test for remote URL
Outgoing http connections do not appear to work. This will result in module manager, and potentially other functionality failing.
You will probably not be able to open a file on a remote web server.

How can i fix it?

May be a rule in your hosting provider's firewall. Talk with this provider.

Getting same error and can request firewall be opened with host but they are asking the following, which I am not sure what answer to provide:

Please allow the outbound connections for scripts for FTP username: xxxxxxxx
Local script filename (and location) which needs the outbound connection:
1.
2.
...
Remote server IP address and port number:
1.
2.
...
Exact purpose of this connection:
1.
2.
...

Following are a few details of my install:

FreeBSD 6.2 Unix
Apache 1.3.39
Mysql 4.1.22
PHP 5.2.1
Tokenizer
sessions enabled
shared hosting
CMSMA 1.4.1
