Can CMS do what I need for new website?

Hi, I'm new and would like to know if CMS can do what I need to have done on a new website. My host runs MySQL 5.0.45 and PHP 4.4.7 The website is for people whose pets have recently died. On the site you can have a webpage created (by me) as a tribute to your pet.  I have a page that allows the customer to input info about their pet (I already have this page up and working). Now here's where I get stuck. I think I need a php script that will then allow the customer to continue to a new page where they can upload pictures, and will then allow them to continue to another page where they can pay for their webpage. After confirmation of payment I think I need another script that will upload everything either to a database (which I don't know how to create in MySQL), or to an email where it can be used to create a webpage about the customers deceased pet. Do you think this is doable with CMS?

yes it is

but you´ll need to know php and sql.

You can do it just by using User Defined Tags, there´s some work to do but it´s perfecly doable
