GCB Permissions

Does anyone know of a way to set permissions for specific GCB's for other users? I have 2 GCBs on my site and one is a footer that I don't want any of the users to mess-up. The other is a news block they need to edit.
As it is now, I set it as having permissions and so they show up in the box in the bottom of the options section but I don't know how to limit them on one and not the other.
