User Rights

I just spotted this great piece of CMS this week and I'm really exited. But there are still some features that this CMS lacks. The most missing one is a more hierarchical user management. So for instance if I add a group "Sysadmins" which has all permissions and then i add a group "Admins" that only has the rights "modify users" or "remove users" it's possible for a user out of this group to remove or edit a user of the group "Sysadmins" which is actually supposed to be higher in the admin hierarchy.
I guess that a simple new value "User level" would help there. Don't know if this isn't planned already. But without this feature it's quite dangerous to set up a real-life system on a non-private site which would disqualify this system for maybe not only my purposes.
