Bug with settings about Global Content Blocks and WYSIWYG

Let's say we have this configuration:
Global Settings -> Disallow WYSIWYG editors on global content blocks -> Checkbox is OFF (un-checked)
User Preferences -> Enable GCB WYSIWYG -> Checkbox is ON (checked)
Next, let's change the value of this configuration in Global Settings, i.e.
Disallow WYSIWYG editors on global content blocks -> Checkbox is ON (checked)
Now let's create a new "Global Content Blocks".
The bug: newly created GCB loads with WYSIWYG editor, even though in the Global Settings it is disallowed.
Obviously the system takes User Preference which is actualy not active anymore (this checkbox now is disabled and not possible to uncheck).
Existing GCBs load without WYSIWYG -> it works as it should.
