templates code in .tpl files instead in data base..?

Hi.
Any one knows is it possible to keep templates in .tpl files not in date base..? I'd like to have possibility to edit .tpl files in Aptana studio, with syntax highlighting..

a) use the EditArea module (a syntax hiligher)
b) use the Template Externalizer module so that you can edit templates easier.

Can you help me once again..? How can I turn on Development Mode..?
I do'nt know how can I configure TemplateExternalizer to work.. I'm looking for some FaQ's and help now, but still can't get an answer..

there's an admin panel for the Template Externalizer.... there's a button or something in there.

Ok I just found It. Thanks for your help!
maybe you know how to export my new .tpl file to the cms admin panel..? I made a new .tpl file and I'd like to have possibility to chose it in Layout/Templates in admin panel.. how can I do this..?

Go to Layout » Templates at bottom click 'Add New Template' paste HTML there...
Go to Layout » Stylesheets at bottom click 'Add a Stylesheet' paste CSS there...
Go back to templates and attach CSS to template, orange icon to right...
