No styles until I refresh

I just today had CMS MS installed for me by the nice folks at OSH; way cool. But:
1. none of the pages show their stylesheets unless I refresh them, and
2. when I try to upload an image to a page, it appears for a moment, but then disappears when I hit submit. In fact, when I go into the image uploader, instead of seeing a list of existing images I see "page not found"
I'm pretty clueless about PHP, so I'll need exact instructions if I need to change a permission or something.

Being more specific at day two:
None of the pages in the site itself or the admin section show their styles unless I refresh the pages--true for both the default styles and those I've added.
Also, not sure if this is a seperate glitch, but frequently when I hit "submit" for something I get the popup, "This page cannot be refreshed without sending the info. Click retry to send again."

Those are problems I haven't seen before.
Can you give some more information as to Operating System, version of PHP, and maybe which browser you're using?

The file permissions look OK.
I want to try the various suggestions about using the @import rule in my template. but I can't figure out to where I should upload the css file. The only folder named css that I see is the one at:
admin/themes/default/css
and putting it there doesn't seem to work. Where does it go, and what is the path to use within the template?
Also, do I understand correctly that using @import will solve the problem for my templated pages but will not solve it for all the pages within the CMSMS admin module itself? for that it sounds like I will need a programmer for that unzip thingee. Dang--my little non-programmer self was doing fine up till this point. I was feeling smug about playing with the big boys.
