Website Design project

I'm working with a school that is currently using a proprietary CMS. They want to update the look and feel of the site (www.whitefieldacademy.org). They are also considering moving to CMSMS. I have a basic wireframe that needs some additional work. I need someone to give me a bid on taking the wireframe, modifying it and then creating a full CMSMS website including:
1) Blog
2) Ability to add feedback forms to content pages
3) User permissions for site management
4) A flash image gallery with upload function
Also, since this is a mission critical site, I need estimate for a support/maintenance package.
