Cannot edit Stylesheet or Template (web host issue?)

My development servers had issues this past weekend nearly the entire weekend.  I have several CMSMS sites in development there.  The site is back up and running and the other two sites are fine.  However one site now throws out errors any time I try to edit a stylesheet or template.  It's fine if I want to edit or add content.

When I try to edit a stylesheet, I get this error:
CSS name already in use
If I try to edit a template, I get this error:
Template name already exists
The only workaround is to change the name of the template or stylesheet in the box. Then I have to go out and attach it.  A PITA. Because it should work properly.

Any thoughts on what could be causing this? A server setting? (My web host seems to be in denial that there was anything wrong this past weekend.)

I should add that I upgraded to Blackrock yesterday hoping that the upgrade would shake out whatever is causing this problem, but it didn't. I haven't added any new modules. In fact, I haven't been able to touch the site until yesterday after everything was back up and running so that's why I am thinking it could be some server setting.  On the other hand, all these development sites are just subdomains on the same domain, so how can that be the problem?

If you get a "already used error" and don't see it in the list of templates or CSS then it may be in the DB and not showing up in the list from a bad DB backup/restore you may have to go thru the BD to find the offending lines...

Well, that's the thing, Mark. It is in my list. For example, I have a stylesheet called Core-CSS.  When I go to edit it, it acts fine. If I hit Apply or Save, it gives that error.  Now, at that moment in time, if I go up to the box where the name of the file is and change it to Core-CSS2, then it acts happy and lets me change the name and create the "new" stylesheet.  I then have to go out and attach it to the templates.

If I want to make another change to that stylesheet, now called Core-CSS2, I make my edits, change the name BACK to Core-CSS and it's fine.  I'm thinking some weird permission issues.  I will try what you say from the database backend because quite honestly, I'm out of ideas. It was misbehaving before I made the upgrade and I am certain it has something to do with the web host, but if that were the case, wouldn't my other subdomain installs of CMSMS misbehave in that same way? This is the only site that acts this way.

Now I know how my webhost is and sometimes if I put in a trouble ticket complaining about something, it is magically fixed even though they won't come out and say something was wrong or god forbid tell me what was wrong. They'll just say "It looks fine to us, let us know and we'll close the ticket."  But this time, they haven't responded at all.  And things are still the same.  :(

Maybe the permissions have been changed somewhere?... ???
