how to create approval to view the content in web page?

It means, the editor having the rights to edit the content, but it should not directly viewed to the web page.. which will go for approval from admin.. After got the approval from the admin.. which comes to view that modified content

This isn't something you can do easily in the current version of CMSMS (1.2.3). Content approval is due to be appearing in version 2.0 though if you can hold on for that.
If you can't wait then one work around may be to use the News module which has levels of permissions to allow users to create News items but not publish them.
