Cyrilic sql problem

Hi everyone,
I have the following very very strange problem recently.
I have a website in cyrilic, which I'm building. The collation of the sql tables is utf8_general_ci, the encoding also utf8
Everything on the website is fine (when I input data, when I see in the browser, etc.)
However!
When I view the data in phpmyadmin, again under utf-8 I get all the data in
?? or other strange symbols. This is a big concern since I had to move the website and when I export it, all the cyrilic is in
?
Any ideas what's wrong and how it can be fixed?
