[solved] 403 forbidden error after file upload

I have just uploaded all the files for CMSms (version 1.2.3) on my server, CHMODed the necessary folders, and added a config.php file. but now when i try to go to the url where i put the files to continue the installation, i get this:
Forbidden
You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
I think this happened after i CHMODed the files. after i did that through my FTP, i lost the connection and could no longer connect to my server where i put the files through my ftp. it keeps saying that the username and password are incorrect. but i never changed them!
what went wrong?
UPDATE: so, i've been messing around with the installation on another server and realized that the error comes up right after i change the permission on the config.php file to 666. changing the permission on the other files to 777 doesn't affect it. so i left the config.php file with its original permission and the error doesn't come up. then after installation, it says that i have to change the permission on the config.php file to 444 for security purposes. after doing that the error popped up again! what!? i'm confused.... after the error appears, even though i change the permission of it back to 644 (what it was originally) the error is still there! can someone please explain what is going on??
