Potentially very sill question by a (very) newbie

Hello there,
I've been asked to produce a website for a classic car club and all though I am a software engineer, I work with embedded systems and have hardly dabbled with website design and creation at all. I know a little HTML and some CSS, and have managed to produce a prototype of my site longhand - editing the code by hand. I have found this rather slow and find I'm concentrating on the detail too much (out of necessity) rather than the overall design. Hence my desire to move over to a tool to help me, coupled with the fact I'd like to offload the regular updates of the site to other club officials once I've done all the clever bits.
My question is, can CMSMS be the only tool I need? Can I simply tweak a suitable template using a graphical interface and only have to go down into HTML and CSS (etc.) when I need something specific?
Or, do I need to generate the site with some other tool (Nvu or similar perhaps), and then simply import the site into CMSMS?
To sum up, can CMSMS generate the entire site or is it simply a (fantastic) means of adding CMS to an existing one?
