Translations are extracted from the translation center when the developer updates the source, and then they're distributed when a new release of the module is made.

may be the wiki lacks some introductory area about the project rather than the product. It would tell about the teams (including translation team) and how to join them. It would explain the project's process too (including the translation process). I look forward to reading from the team at the next dev irc meeting.
