You are installing CMSMS(CMS made Simple) directly with your browser and in the process you see this message in the screen:
"/public_html/tmp/templates_c is not writable, exiting"
What that means is that the directory(folder) with name "tmp" is not writable, in other words, CMSMS can't write whatever it needs to write in one or more of the files contained inside of the "tmp" folder.
So, what you need to do is to change the permissions assigned to the folder "tmp".
If you are using an FTP program, you can change it this way:

If you are using CPANEL you can change it this way:
1- click on the icon "File Manager".
2- click on the yellow folder "public_html" (clicking the folder is the same as opening the folder)**click the folder, not the text**.
3- now you see all your CMSMS folders and files listed.
4- now **attention here** click on the text "tmp" - DON'T click the folder, only the text "tmp"
3- now look at your top-right side of your cpanel screen. you are going to see a yellow folder named "tmp".
4- now, under that yellow folder "tmp" you see 4 listed actions.
5- click the action "Change Permissions"
6- check all the permissions, total should read 777, then click button "change".
7- now go back to your install page where you are getting the message "public_html/tmp/templates_c is not writable, exiting" and try again.
