Error in Module Manager

Hi,

I had installed CMSMS 1.2 'Barbados' on a test site, still trying to figure out how to use this CMS. My problem is about Module Manager in the Extension menu where I get this message:
SOAP Problem (http://modules.cmsmadesimple.org/soap.p ... Repository): HTTP Error: Couldn't open socket connection to server http://modules.cmsmadesimple.org/soap.p ... Repository, Error (113): No route to host
So, there are no modules listed in the Available Module tab...what went wrong actually?

These are the server information:

OS : Debian GNU/Linux
Perl : 5.8.4
PHP : 4.4.0
MySQL : 4.1.11

Btw, previously I had installed the same version of CMSMS on WAMP server (local PC) and I could see a long list of modules in the Available Module tab although it fails to download any of the files when I tried to install one of the module. I thought it was because the WAMP limitation, before I install it on a live environment. I tried to look into the documentation of CMSMS but I didn't get any solutiion, can anyone help? I'm more of a designer rather than programmer...so I'm not very good with PHP and stuff  :-[

This error is pretty self explanatory, your host is not allowing outgoing connections.

Can you explain more on "not allowing outgoing connections"? I mean, if I wanted to ask any hosting company, what should I say to them?
