initial design process

My question; when asked to design a site for a client, are you going straight to CMSMS whether the clients wants to update themselves or not? I am fairly new to this whole thing and have done very well so far I think and feeling comfortable with html / css. Having been asked a few times now from clients to update themselves I have ventured into CMS. However I do really like Dreamweaver for designing but I am thinking it is simpler to start straight away with CMSMS rather than converting the site afterwards. I am justĀ  wondering what others are doing.

If you are comfortable using DW you can design with it and then take the menu, content, etc. and replace them with the {menu}, {content}, {breadcrumb} etc...

You can look at the default templates to see what tags they use to get an idea...

Do you think that most designers are using a CMS 100% of the time in anticipation of the client wanting to update?
