Limits on pages and levels?

I am new to CMSMS, so maybe I just haven't dug deep enough yet...
but I was wondering if there is a way to impose limits on the number of content levels and pages that may be created at each level?
I ask this because, as many of you probably know... if left to their own devices, many clients would create 25 or more top level links
They frequently don't understand the benefits of proper navigation.
I suppose maybe I could use the menu template to impose a limit of the number of links that will display, essentially hiding pages above a certain number. But is there a more effective way to do this that would make it more clear to the user that they are limited to a certain # of sections, levels, etc
