I hope I am asking my questions in the right forum - none were obviously the right one.

A designer will be creating a new site for us. It will include database functions, blogs, and various kinds of info pages. It will be hosted by a company that will also provide our SQL database.

We are looking for an easy way for us to manage content (non-database), create new pages from existing template pages, and manage links once the site is created. These functions would not relate to the management or functioning of the database.

Individual people would be maintaining their personal portions of the site. Passwords would be necessary to limit their access.

Some of the people adding content & managing pages would not be very skilled on computers.

Would CMSMS be a good solution?

We have some experience with HTML but not close to designer level.

I would say that based upon the description this would fall in the grey area. Yes, database functions, blogs etc are possible. Non database related content, links and using existing templates are not standard options and need special care. Using a restricted personal part is, with password access, possible.
Low level computer skills is always tricky. What is low level. Asking such a question to site administrators will give a very different answer then when asked to end users. I would answer, as a site administrator, that you need mediocre knowledge to add/update content.

Having said that, you mentioned that a designer will create the site. Is she/he also able to do some programming (php/mySQL)? If so, give that person at least a week of trial with CMSMS, watch what the designer works on. Does it seem easy, then go for it.

What you could also do is prepare a list of 3 CMSs (CMSMS on top of course  ) and have that person make a selection.
