Would CMSMS serve our needs?

I hope I am asking my questions in the right forum - none were obviously the right one.
A designer will be creating a new site for us. It will include database functions, blogs, and various kinds of info pages. It will be hosted by a company that will also provide our SQL database.
We are looking for an easy way for us to manage content (non-database), create new pages from existing template pages, and manage links once the site is created. These functions would not relate to the management or functioning of the database.
Individual people would be maintaining their personal portions of the site. Passwords would be necessary to limit their access.
Some of the people adding content & managing pages would not be very skilled on computers.
Would CMSMS be a good solution?
We have some experience with HTML but not close to designer level.
