Need help with coding a CSS site for CMSMS

Hi,
I'm looking to hire someone who can help me code this page for CMSMS:

I need help with:
1. Coding the left (red) sidebar menu. Right now it is static and nothing is linked. I have the page structure set up in CMSMS, I just need the menu tag to be coded to work in place of the static menu.
2. Coding the search box on the top so it works (it has a custom look)
These are my immediate needs. If that works out then I may need some help with setting up the newsletter module and the cataloger module.
